Download and install the Xiaomi Qualcomm USB Driver and MTK USB Driver on your PC. Download & extract the TPS Xiaomi Tool to your computer. Run TPS_Tools.exe. Follow the on-screen commands: Next => Next-> Agree => Finish to install the tool. Wait for a few seconds to open the tool. That’s it.
I had the same problem, I tried everything. And somehow I managed to fix it. So I signed out of Xiaomi account, deleted all from Xiaomi Account (settings/apps/manage apps/Xiaomi Account/clear data), than deleted my google accounts. Then I singed in back to my MI account and then added my old google account and it worked.

So i got this redmi note 3 pro from a friend with a super low price which is around $50 but it was already locked eventhough this device was brand new. I have unlocked the bootloader and have twrp installed. I still can use this device with aosp roms but not with miui roms because it will ask for a mi account.
